Test publication updateFilesPrivacy helper.

When called for a SourcePackagePublishingHistory or a BinaryPackagePublishingHistory ensures all related files live in the corresponding librarian server (restricted server for private publications, public server for public ones.)

It's executed in a way we will never have files with mixed or mismatching privacy according to the context they are published.
