reproducer causes an out-of-bounds read, so DoS
exact upstream fix has not been identified as of 2021-09-17

the fix for this issue was most likely released before the
vulnerability was discovered, so version 4.1.0 of tiff is
already unaffected. According to http://bugzilla.maptools.org/
show_bug.cgi?id=2848, the fix could be the one in commit
1fb9e731ef3. This is also in the Debian page for this CVE.
