Vendored (not CDN-hotlinked) third-party static assets used by the
generated HTML reports.

## vanilla-framework-*.min.css

Canonical's [Vanilla Framework](https://vanillaframework.io/) CSS,
downloaded once and committed here rather than hotlinked from
`assets.ubuntu.com`, so the reports don't depend on an external host being
up at page-load time (see DESIGN.md on the `github` branch for the same
"avoid external dependency fragility" reasoning applied elsewhere in this
project).

To update to a newer Vanilla release:

curl -sL -o static/vanilla-framework-<version>.min.css \
  https://assets.ubuntu.com/v1/vanilla_framework_version_<version>.min.css
```

Then update the `VANILLA_CSS` constant in `versions.py` to point at the new
filename, and remove the old one.
